Urban populations are growing steadily. Yet, for decades, cities have not been designed primarily with human well-being in mind. Industrialisation, the rise of car-centred infrastructure, and increasing individualism have greatly influenced urban development. During the modernist period—when the city of Velenje was established—urban design often focused on segregating functions, sometimes at the expense of accessibility and human-centred public spaces.

Velenje, however, was conceived as a city for its people—a "city in a park" envisioned to provide miners with a pleasant living environment after a day’s work underground. Now, 150 years after coal was first discovered and 66 years since the inauguration of its new city centre, Velenje stands at another crossroads. With coal gradually being phased out, the city faces a future, shaped by transition.

While the exact changes ahead remain unknown, Velenje today enjoys a high quality of life: compact enough to walk or cycle across, green enough to offer shade in the summer, and diverse enough to foster vibrant social exchange. Amidst this period of transformation, how can we ensure that these qualities are preserved and even enhanced?

Today’s conference will focus on key determinants of urban quality of life—housing, energy supply, green public infrastructure, and public participation.

Objectives of the Conference:

• To connect experts and stakeholders working on enhancing urban quality of life.
• To share successful examples of city policies improving residents’ well-being.
• To promote cross-sectoral and international idea exchange and cooperation.
• To develop recommendations and guidelines for sustainable and socially responsible urban policies.


Access to appropriate housing is a cornerstone of quality of life. Slovenia faces challenges including a shortage of rental and owner-occupied properties, high housing costs, a poorly developed rental market, and an increasing need for adaptable housing for diverse populations—ranging from young families to older residents.

Local authorities are instrumental in zoning and development and also act as investors and landlords. Municipalities must adopt proactive housing strategies to meet the demand effectively. This panel presents successful models from other cities, focusing on accessibility, affordability, and adaptable housing for all demographic groups.

Key questions:
• What is the importance of public rental housing?
• How can the balance between supply and demand be achieved?
• How can investment and management models (e.g., cooperatives, housing funds) be improved?
• What role should the national government play once spatial frameworks are provided by municipalities?
• Can the successful Vienna model be adapted to Slovenia?
In the Šaleška Valley, the second-largest district heating system in Slovenia operates, providing residents with reliable and affordable heating.

Due to coal phase-out and green transition goals the district heating system needs to be transformed, using reliable and sustainable alternatives. This creates space for new opportunities especially in the field of renewable energy sources. Solar panels, installed on private and public buildings, heat pumps, community energy cooperatives, geothermal solutions, and biomass present promising opportunities for a sustainable regional development.

The future challenge therefore is how to combine the valley’s energy heritage with environmentally friendly innovation that supports both local needs and national energy targets.
EEntente Florale Europe is an international competition, organized annually by the European Association for Flowering and Landscape (Association Européenne pour le Fleurissement et le Paysage – AEFP). It is a non-profit association aimed towards promoting social and cultural development of urban communities through sustainable planning, landscape development and greening initiatives. The project's key guiding principle is to enhance the quality of life in cities by creating a friendlier and greener environment.

This year Entente Florale marks its 50th anniversary and we are especially proud that this important milestone is taking place right here in Velenje. This recognition honors the long-standing efforts and commitment of the local community to creating a high-quality, sustainable, and green living environment. At the heart of the project's vision is green public infrastructure—parks, tree-lined streets, urban gardens, recreational areas, and other natural public spaces that significantly impact people's daily lives. Well-designed and accessible green public infrastructure contributes to better health, greater social cohesion, and encourages physical activity, while also playing a crucial role in mitigating climate change and preserving biodiversity.

The Entente Florale project reminds us that green spaces are not just an aesthetic value but a key component of urban resilience and quality of life. Velenje proudly hosts the jubilee celebration of this unique European movement, which places nature at the centre of the future of our cities and communities.

Public participation is no longer an option but a necessity in the process of planning and implementing interventions in shared spaces. Projects that are planned, selected, and sometimes even implemented with public involvement are better accepted, tailored to their needs, and ultimately more effective. In Slovenia, we still often face a lack of interest in participation, mainly due to distrust in governing structures and skepticism about whether community opinions will be considered.In this panel, we aim to present two examples of successful participation in the implementation of sustainable mobility measures and encourage discussion on the best approaches, benefits, and challenges of participatory collaboration.
The quality of life in cities is an increasingly important topic in today's discussions, especially in the context of rapid urbanization. However, for cities undergoing structural transformation due to coal phase-out, the issue is even more significant—not only because of urbanization but also due to the need to create an attractive living environment.

When a city loses its economic appeal—its economic driving force—a well-designed and high-quality environment becomes essential in retaining existing residents and attracting new ones.
